Academic Background

Pierre Lellouche holds a law degree from the University of Paris, is a graduate of Sciences Po, and earned both an LL.M. (1974) and a Doctor of Juridical Science (S.J.D., 1978) from Harvard Law School, where he completed a doctoral dissertation on the internationalization of the nuclear fuel cycle and nuclear non-proliferation.


Intellectual Contributions

He is the co-founder and former deputy director of the French Institute of International Relations (IFRI). A lecturer in geopolitics and prolific author, he has published numerous policy reports and essays, and regularly contributes to leading French and international publications (Le Point, Newsweek, Marianne, Valeurs Actuelles). He also appears frequently as a commentator on CNEWS.


Political Career

From 1989 to 1997, Pierre Lellouche served as foreign policy advisor to President Jacques Chirac. He was elected Member of the French National Assembly for Paris from 1993 to 2017, serving five consecutive terms on the Foreign Affairs Committee. He was also Paris City Councillor, President of the NATO Parliamentary Assembly (2004–2006), and international affairs spokesperson for the center-right party Les Républicains.

Under President Nicolas Sarkozy, he held several senior government positions:

  • Special Representative for Afghanistan and Pakistan (2008–2009)

  • Secretary of State for European Affairs (2009–2010)

  • Secretary of State for Foreign Trade (2010–2012)


Current Roles

Pierre Lellouche currently serves as:

  • Senior Partner at Agora Strategy Group (Munich)

  • President of the think tank Les Chantiers de la Liberté

  • Chairman of the French High Committee for National Resilience (2024–2025)

  • Member of the Strategic Council of IFRI
